PCBOE looks to proceed with plans for sports complex project

PELL CITY — The Board of Education is expected to authorize Superintendent Bobby Hathcock to enter into an agreement with an architectural firm for the planning of $8 million worth of projects for the School System.

According to the school board’s agenda for Tuesday night’s meeting, the Pell City Council must approve the tax sharing agreement worked out last week between the city and school board before Hathcock can enter into a contract with McKee and Associates Architecture and Interior Design of Montgomery.

The school board plans major renovations to the Spring Sports Complex, which includes a new quarter-mile running track and tennis courts. There are also plans to renovate and add new seating to the high school football stadium.

Work also includes installing a new roof, window fixtures and enclosing the walkway from the Duran South main school building and cafeteria.

Gary Mozingo, facility supervisor for the School System, said plans are to start work on the Spring Sports Complex and Duran South Junior High School projects this summer.

He said the work on Pete Rich Stadium will not start until after the high school football season is completed next winter.

Mozingo said if everything goes as planned, the School System could solicit bids for the projects in April.

He said once the architect is hired and preliminary architectural drawings are prepared, the plans will then be presented to the school board.

Mozingo said the school board will provide input so the architectural plans are finalized for each project.

He said the finalized drawings will be sent to the Alabama State Building Commission for final approval.

Mozingo said once the School System accepts bids, the price is good for one year.

Earlier this week, city officials said an agreement was worked out between School System and city officials to share revenues generated from the 2010 1-cent sales tax. The School System needs the sales tax revenue so it can secure a bond issue to pay for the $8 million project.

In accordance with the plan on the table, city officials said the School System will continue to receive 30 percent of the revenues generated from the sales tax increase for the next six years or until Oct. 1, 2020.

After that time, the city would provide the School System with 50 percent of the revenue generated from the 2010 sales tax increase only if a school voting district is not formed and the people living in the school district do not vote in favor of additional funding for the system.

City Manager Patrick Draper said he hopes the sales tax sharing agreement is drafted and ready for the school board’s consideration by its Tuesday night meeting.

The council is expected to discuss the agreement at next Thursday’s work session and vote on the agreement at its Feb. 25 council meeting.
